I feel like 6 levels is too few, unless there are sublevels within each level.

Also, if we're treating this like a game, it may pay to think up fun achievements.  e.g. ask a question on irc, answer a question on irc, start an argument on irc.

The obvious reward is saying that you're a level X Lojbanist so you can read level X text. I think this would be a fascinating project. I would say six tiers would be a good amount, and each tier should have a vocabulary list with certain selma'o in each one. By tier 3 the speaker should stop using English names (like 'terminator') and use Lojban grammar names (like {fa'orma'o}).
