[lojban] {moi} according to BPFK section on wiki

x1 number moi x2 x3  -> x1 me x2 gi'e lidne da'a number me x2 x3
If I understand this correctly, x1 is Among x2 and x1 is before all but *number* of those Among x2 in the ordering x3

so {ko'a pamoi} -> ko'a is before all but one

Is {moi} zero-indexed or is this an oversight? (or, am I just making a stupid misunderstanding mistake)
