It's late/early, and I'm tired; I'll reply in English, if it's not too much of a problem.

My intended meaning (for the purposes of criticism) was as follows:

(Since our game of Nomic seems to be having not the problem of never finishing but of never starting, I'll provide the first rule)

All rules and all messages meant to express said rules must be grammatically correct lojban according to camxes (which can be used at http://genrei.lojban.org/ )

To address your confusion:

As I understood it, winner of the previous round chooses a theme; lacking a winner (and a previous round)...
Also, I provided (or attempted to provide) a fantasy rule. Not a very stylistic one or creative one, and perhaps not much of a restriction; however, without it, a rule need not (necessarily) be formally parseable; furthermore, rules which exploit bugs or idiosyncrasies in camxes are valid under this rule.

However, due to the fact that I made at least two gross semantic mistakes, I propose this rule be judged invalid and I be penalized style points.

I have learned the valuable lesson: triple check my lojban (both to ensure that I'm posting what I intend and to ensure that it makes sense), over the course of at least two sittings.

English:

Correction: A "se cusku" cannot be an actor [i.e. something with a
te zu'e, a goal], nor a speaker; huh?

I think you might want to use "fi'o pajni" there, as camxes is not
something that can know things.

Moving on, I expected a theme, like

but you seem to have provided a serious rule for the game itself,
