It turns out to be as endorsed by the original author as anything
else.  After Richard ceased maintaining jbofi'e, he uploaded a few
patches and placed the code here:

  https://github.com/rc0/jbofihe

Including adding a note to top of the README describing the current
state of the software.

I have since forked that repository in:

  https://github.com/lojban/jbofihe

And that should be the place any new work happens.  I have a set of
patches I need to upload to this repository, and other than
answering the occasional question about the software, that is the
extent of my involvement with it.

If you do have patches to submit or are looking for the latest
version of jbofi'e, you found the correct one.
