[lojban] PEG grammar questions

I was trying to understand the PEG grammar(s) and (among the many
points that are not clear to me) I came up with two questions about
morphology.

1. In the forthcoming "official grammar", is the intention to remove
the restrictions about {la}, {doi} etc in cmevla, or are they here to
stay?

2. Will the "y" rafsi separator always allowed even when not strictly
needed? (I think xorxes mentioned it in an email).

I was trying to come out with a "simple" lojban parser (just the
morphology) to help with the typeset effort, and get drained into
details and details!
