[lojban] Consonant Clusters Program

I have finish writing and testing the program to quiz the user on
consonant clusters it is at:
http://fagricipni.com/programs/lojban.py ; it must be downloaded to
be used; ie, it is not a web-aware program.  It is under the GNU
Affero General Public License; though, if you release a modified
version, you should be aware that the code in this program that _I_
have written will go in to the public domain much earlier than it
normally would.

Despite Pierre's suggestion to include a test for the ndj, dnz,
ntc, and nts triples for exclusion of cmevla; I have decided not to
do so because http://dag.github.com/cll/3/7/ seems to say that that
they are not excluded in cmevla, and I have seen nothing official
that contradicts that.
