I don't know why you want to avoid tenses.
{dikni} is "x1 is regular/cyclical/periodic in property (ka)/activity
x2 with period/interval x3."
I'm not sure what is x2 here.
What about {lo nu mi klama le zarci kei ku dikni lo ka remei kei lo
jeftu be li pa} os something like that?
