x1 can but need not be an actor, depending on what role it plays in property x2:

mi dikni lo ka ce'u re roi klama lo zarci kei lo jeftu be li pa
"I regularly go twice to the market every week."

There the x1 is the actor because "lo ka ce'u re roi klama lo zarci"
is an actor's property, but:

lo zarci cu dikni lo ka mi re roi klama ce'u kei lo jeftu be li pa
"The market is regularly gone to twice by me every week."

Now the property is not the property of an actor, so x1 is not an actor.

x1 is something that has property x2 every x3.
