"kasto kasto krut poligen ha" isn't Lojban. I don't know what language it is. 
The only occurrences I found on the web are Wikipedia, where it was added by 
an anonymous user, and b3ta, where it occurs along with utterances in varous 
Slavic and Germanic languages.
