It's all a question of stress. You don't need spaces if you indidate
stress (using capital letters).
rodbo'Ebai is one word, the stress as in any word falls on the last but
one syllable (the penultimate).
rodbO'ebai is two words. the bai falls off because the stress is always
on the penultimate. Anything after the next syllable must be part of the
next word.
Spaces in writing allow you to determine stress unambiguously without
the need of capital letters. If you want to omit spaces, you must
indicate stress on certain words to make sure the sentence is segmented
correctly.

IIRC, Lojban doesn't need spaces. However, the sentence in the title
of this message needs a space between {rodbo'e} and {bai}. Is there an
elidable terminator for this?
