That rule doesn't make any sense. A rule that makes sense is:
tapped between vowels
trilled at the beginning or end of words
trilled between a consonant or a vowel
as in English between consonants.
But that doesn't address "xrx" properly, and anyway, there is no hard-and-fast 
rule about pronouncing "r".

"," marks a syllable break within a word. To run two words together, if they 
are cmevla or the second begins with a vowel, use ".".
