Outside the US it's probably easiest to get them from a currency exchange. If you don't want to pay for them you can also get them just by looking at adverts and filling in CAPTCHAs (e.g., http://skude.se/BTC/) and accumulate them in a free online wallet (e.g., https://instawallet.org/) until there's enough to donate.
