Here are my suggestions:

Note that if you keep on talking after this, you must use ".i" or "do'u" or else the next word might get absorbed by the "ju'i".

"Do you speak lojban?"
   ¿xu do tavla fo la lojban?

"Do you speak Lojban?"
xu do se jbobau

"Are you a user of the lojbanic language"

"No."
   na go'i

"Yes, a little."
   cmalu go'i

I'd say "go'i milxe", or explictly say that you are not an expert using "certu":
"go'i .i ku'i na certu" ("Yes, but I'm not an expert") for example.

"Do you speak English?"
   ¿xu do tavla fo la glicobau?

xu do se glibau

Also, glicobau is not a correct lujvo. It should be either "glicybau", or "glibau".

"No, I do not speak English."
   na go'i .i mi na tavla fo la glicobau.

na go'i .i mi na se bangu [lo glico]

I would not necessarily include lo glico, because it's obvious from context, since the question already was about lo glico. It's more lojbanic to leave out obvious things.
