"fill out a form" - "to define/assign (all) values of fields of {se tcidu}" (I really can't translate se tcidu to English)

So, can you say it as a full sentence? 

"I fill out a form."  - "I assign values of fields printed on a sheet of paper".

No lojban translation, sorry.
My question remains. {mulgau lo papri} looks like a metaphor for me.
