It seems like this *really* should have been base-game content.
What were the developers thinking? Seriously...
(Also, food for thought, why does something begin passively and end agentively? cfari / sisti)
But then you might be able to easily construct lujvos to get this distinction:
Passively: {cfari} {tolcfa} 
Agentively: {sisti} {tolsti}
