25 capital letters
plus optionally comma sign.

The current Lojban alphabet right consists of 23 letters, 5 capital or accented vowels, the ' . and , as below:

aä b c d eë f g iï j k l m n oö p r s t uü v x y z ' . ,

The practice of capitalizing the entire emphasized syllable is still practiced but has fallen out of favor, with accenting becoming more widespread in use. (The original {la.paRIS.} became {la.parIs.} and is now {la.parïs.})

The minimum Lojban alphabet would therefore require 31 characters.

Side note: It doesn't matter which accent is used, either: à á â ä ã å are all treated the same in Lojban: emphasized .abu
