"NP: (Det) (Adj) N (PP)" does not match Lojban at all. There are no adjectives 
in Lojban, and the article phrase (the equivalent of the noun phrase) is more 
often made of a determiner and a verb than a determiner and a noun.

"IP: (NP) I (VP)" doesn't match Lojban either. There is no such thing in 
Lojban as an auxiliary verb.

There are three ways of attaching a prepositional phrase to something. It can 
be attached to a sumti (whether it's a phrase or a single word) with "pe" (or 
anything else in GOI), or to a selbri either directly or with "be". 
Translating xorxes's example both ways:

.i le ninmu pu viska le nanmu sepi'o le relkaldarvistci
.i le ninmu pu viska le nanmu pe ka'ai le relkaldarvistci

mu'omi'e .pier.
