There must be an admin who would add texts there by request.

I had to do the same with mw.lojban.org that has only manual approval of new user registrations.

For now Google shows that corpus.lojban.org is a hacked resource which clearly reduces the interest in lojban (personally I am not going to visit allegedly hacked resources).

As far as I am concerned, locking the corpus is a great idea. Could we not unlock it later if there was something that needs to be a part of it? Much of that material is stuff I'd hate to lose and taking out unwanted additions would be difficult and time consuming at best.

families and each one receives a set containing exactly one lamb. But I

They are modifying old documents with viagra ads etc.
I think the corpus should just be blocked for editing. We can use the wiki
for that.
If you think the wiki is weird you are free to share your thoughts on how
to improve it.
