If the statement is true, then it may still be a car, but it won't karce. You are saying that it doesn't karce anything.

Of course it can, "briju no da" just means that it doesn't briju anything. Both a vacant office and an elephant briju no da.

A brivla specifies a relationship between its arguments, it doesn't specify each of its arguments. So if nothing can fill one of the arguments, then that brivla won't be satisfied by any argument n-tuple, In those cases you need a brivla with fewer arguments, which is what "zi'o" gets you. This is one of the reasons why bloated gismu are such a nuisance.
