vlipa can possibly be used for sense 1 (using the second reading "x₁ is powerful in aspect x₂ under x₃"), but I'd call it a huge stretch. (Not quite a square peg/round hole, more like an octagon peg.) On the other hand, jdari fits extremely well for sense 2. Coupling the aforementioned with the fact that when I think "strong", I think of muscles, not steel plating, I'd go with sense 1 for tsali.
