Why are there so many "end-whatever" cmavo? We can't close any open clauses until we've closed that most recent one, correct? So why not just have one "end current clause" cmavo?

This is mostly true. In my style out of terminators (particles that close constructs) I use mostly {vau}, {li'u} or {le'u} (for closing quotations), {ku} only after modals.

So yes, of course, you can use a style where most terminators are not used.
