[lojban] {PA li PA}. What can it mean?

In the corpus I can some usage of it:

* lo nu mi sipna cu cacra ji'i li pa re

* .i pa li ci .e re li pi ci ci co'e

* nanca su'o li pa no

What should {PA li PA} mean? The same as {li PA PA}?

Of course, this transformation can't be applied to {PA me'o PA}.
