Stage 3 should not be dropped. I prefer stage 4, but sometimes it's 
impossible. For instance, there's a bovid called תאו in Hebrew (Deut. 14:5; in 
modern Hebrew it's a buffalo and RV agrees, but NVI and NIV say antelope). The 
glottal stop doesn't count as a consonant in Lojban, so it has only one 
consonant. A brivla must have at least two consonants. So the Lojban word is a 
type-3, {bakrto}.

The CLL being worked on is in a Git repository. If you want to edit it, clone 
the repo or ask permissions to commit to it.
