[lojban] New version of jbofihe

I've cloned jbofihe into https://github.com/lojban/jbofihe , pulled
all the good changes I could find on github (except danr's, simply
because I don't understand them and I don't know if they're
finished), made a few minor changes of my own, and bumped the
version to 0.40 to represent its (hopefully) better-maintained
status.

I'm not committing to maintaining it myself, but at least now
there's an obvious best branch for people to work on, and lots of
people have write access to the stuff under lojban/ (let me know if
you want to help too!).
