MBROLA is often mentioned in the Festival literature and code. They 
appear to be essentially compatible, and some example MBROLA voices 
are included. It should be possible to write non-Scheme routines to 
handle the non-dsp, lexical analysis, conversion to phonemes, etc. to 
feed to something like MBROLA.

A Windows version would be nice to have, fer sure.
