Bah!

Make a fu'ivla. There's no reason every culture needs to have a
*gismu* in order for some to have a gismu---any type of brivla will
do. Special stage 4 fu'ivla will even let you have rafsi nowadays!
So that argument is out (but it was out anyway, because obviously
the rafsi in culture gismu go to the cultures most frequently talked
about in lojban (glico, lojbo, etc)).
