one thing that struck me scanning through documentation is that
texinfo seems to not be able to include images. 

Actually, you can include images in Texinfo. The problem is that you
should include alternatives for people using character-only or
speech-only interfaces.

... while texinfo looks like the more easily useable tool, docbook
appears to be more feature rich.

This is a disadvantage since people tend to use the features that fit
their prefered output -- such as high resolution hardcopy printing.

... what about pdf hyperlinks...

I don't know about pdf hyperlinks. My experience with PDF is that it
is an awkward and inefficient format and I try to avoid it.

Other Texinfo output formats provide for hyperlinks.
