There is an IRC Lojban channel and reportedly there are conversations going 
on many nites a week. They recently changed servers off of EFNET (the most 
well know IRC server), and you have to know the correct server to access it 
with mirc.

and someone will undoubtedly be able to give you specific information on 
how to connect.
