Why was the perfectly Lojbanic {ta rupnu li paci} changed in
the phrasebook to the heavier {ta se jdima lo rupnu be li paci}?

"Measure" words in Lojban apply directly, they don't use an
intermediary name of the measured property:

ta ki'ogra li ci
"That kilograms 3."

ko'a nanca li civo
"He years 34."

ta rupnu li paci
"That dollars 13."

You don't need to go through "the weight of that is", "his age is",
"the price of that is". You can refer directly to the object itself.
