As commissioners, you are charged to vote. Since you are also charged 
to be following the discussion that preceded it, I shouldn't have to 
tell you, but this is a formalisation of the discussion on 
http://www.lojban.org/bpfk/viewtopic.php?t=94

For those who might complain that they haven't had the time to debate 
these proposals, and that I'm bulldozing these through, all I've got to 
say is, I posted the proposals July 5, following up on rather 
acrimonious discussion elsewhere. Even with the lojban.org downtime, 
you've had opportunity to discuss the proposals and ask for 
clarification. If you don't like the proposals, vote no, and we can 
work out something else. But as my proposals say, if you don't vote at 
all, that will be held against you.
