That's redirecting _to_ fragment URLs, not _from_.

$ nc -l 4000
(navigate to http://localhost:4000/#foo)
Output from nc: GET / HTTP/1.1

In other words, the browser isn't even sending "foo" to the server.

I don't appreciate the condescending tone when you don't know what
you're talking about.  (I actually don't even appreciate condescending
tones when you *do* know what you're talking about.)

Maybe I misinterpreted your "umm, no?".  If so, well, nevermind.
