[bpfk] Should *every* use of every lojban word be cross-referenced?



The question came up when I asked Robin whether I could remove the
indexterm in:

<para> <indexterm type="lojban-word-imported"><primary>coi</primary></
indexterm> FIXME: TAG SPOT</para>
    <example role="interlinear-gloss-example" xml:id="example-random-
id-Bega">
      <title>
        <anchor xml:id="c6e11d3"/>
      </title>
      <interlinear-gloss>
        <jbo>coi. djan.</jbo>
        <en>Hello, John.</en>
      </interlinear-gloss>
    </example>

even though the corresponding Lojban word isn't wrapped in a
<jbophrase> specifically (the TODO says to remove these types of
indexterms when there is such a wrapped Lojban word nearby).

Me: Dunno, can't we just mark every single indextermed word, then
later if we feel like it tell the computer to not indexize the ones
that are in <jbo>s?
