I normally file my tax returns in April (though this year I did not),

I'm afraid the difference is too subtle for me. Why would it be a stretch to say that?
 
"ta'e" implies something between fully volitional and fully
non-volitional.

It's hard to understand what volition has to do with selma'o TAhE though, which has to do with how an event fills an interval.
