I think it's better to think of "ta'e" as a marker for habitual aspect ("http://en.wikipedia.org/wiki/Habitual_aspect") rather than as the adverb "habitually". 

One way to mark the habitual aspect in English is the "used to" construction, and this is not limited to volitional actions: "we used to do that", but also "winters used to be much colder". 

"ta'e" is more general than "used to" because it is not restricted to the past. English has other ways to mark habitual aspect too.
