A majority, in the sense of parliamentary law, is a majority of the legal
votes cast, not of the membership. If we simply say that the membership
are the people interested in Lojban (we can easily reject votes from sock
puppets, outsiders, etc.), then it doesn't matter how many people abstain
from voting: if there are two .ie and one .ienai, the measure passes.
Those who care will vote; those who don't care, won't.
