A single quick direct look can hardly surround anything, but if there are many lookers, or one looker moving around, or many things being looked at, I don't see the problem. As for what counts as enough surrounding, usually  looking is continuous, so if you start looking at one place, look around and go back to look at the original place, the looking has most likely fully surrounded something..
