The brivla rafsi rule for humans is quite simple: Every valid brivla has an extended brivla rafsi that consist of the full brivla followed by 'y.

The rule for fu'ivla rafsi is also simple in principle: drop the final vowel and replace it with y (just as with gismu), but the hitch here is that not every fu'ivla has this shorter rafsi available. If the the result of replacing the final vowel with y is a string of ordinary rafsi, then the fu'ivla doesn't have a fu'ivla rafsi. So for example "spageti" doesn't have the shorter rafsi "spagety-" because this is a string of ordinary rafsi spa-get-y. So it only has the extended brivla rafsi "spageti'y-". "spagetytai" is not "spageti zei tarmi", it's "spati zei gento zei tarmi". Also, fu'ivla that end in a diphthong or in apostrophe vowel don't have this shorter rafsi available.
 
Humans wont be able to determine the validity of the resulting brivla on the fly if they use these numerous rules.

The rules are of course quite messy, but they are learnable by humans. 

cant something more simple be proposed (may be at the expense of losing some already valid brivla and/or allowing more forms) ?

It depends on how much you're willing to throw away. If we were to throw away the whole rafsi system and start afresh, then the rules could be made much more simple.
