constraint against having two fu'ivla that differ only in the final vowel.

True. In practice we don't seem to have many fu'ivla that differ only in the final vowel, but in principle these rafsi are ambiguous. CLL mentions CCVVCV as a fu'ivla form that could have this type of rafsi. Other obvious forms are any fu'ivla that begins with a vowel and ends in CV (such as ".esporte") or any fu'ivla containing a consonantal syllable and ending in CV, which includes all the type-3 that end in CV.
