Could you incorporate the changes to consonantal-syllable and slinkuhi as well?

consonantal-syllable <- consonant syllabic &(consonantal-syllable / !nucleus onset)(consonant &spaces)?

slinkuhi <- consonant (rafsi-string / brivla-rafsi / stressed-brivla-rafsi)

As it is now, it thinks that "bla'ypre" is a valid lujvo because it seems to start with an unstresed syllable "bl". It doesn't have that problem with "tca'ypre".
