Those are cases where different ni give different jei.
I think "the leopard is running" (i.e. fast) and "the toddler is
running" (i.e. slow) have different ni -- the former is truer than
the latter -- but the same jei -- they are both true. Likewise for
"Illinois is in the USA" and "Hawaii is in the USA".
