Yes, I think that LAhE does bury quantifiers.

I don't mean the quantifiers inside of LAhE. Are you saying the default quantifier of all LAhEs is {tu'o}? That would be good. In fact, {tu'o} should be the default quantifier of every gadri, which would make things much, much simpler. You would only use a quantifier when you want/need to.
