Another is the mass of people, divided into various institutions, which does the governing; I think this is {truci'e}. Another (used in Britain IIRC, but not in the US) is the group composed of the PM & his ministers (& maybe their staffs) in their executive function.

In the US we refer to that as the Adminstration, as in "members of the Bush adminstration." I think because it would be out of place to refer to just one of the three branches by itself as a government.
