Yeah, ri'usri seems like a good generic word for "strap" (i.e. it could work in situations where you want to say "seat belt" AND in situations where you want "luggage strap").  One could then get more specific and say {preri'usri} or {bafri'usri} if the situation requires that level of specificity.

A strap (such as a luggage strap), or a band of harness; or, less ribbon-y but still potentially applicable, a leash or a rein.
