The people could be natives who were conquered by a foreign power through
clever use of flags and then denied rights so that said foreign power could
exploit them. I don't know of any examples in which natives were ever deemed
illegal citizens, but I'm sure something similar has happened several times in
history. (Actually, now that I think about this, the Romans didn't give their
conquered subjects citizenship, yet the conquered lands were still said to be
"of" the original peoples.)
