[lojban-beginners] lojban for beginners

Why is it {velcli befi la lojban. bei loi co'a cilre}
couldn't it be
{velcli fila lojban. lo co'a cilre}
?
It's especially the {loi} that I think is weird for a book; people 
aren't learning it together, they're learning it separately.
