In this case probably {sy ce cy ce zy ce jy ce ty cy}  
(is that a tonguetwister or what?) would seem to be enough, 
since there is no need to set  {ty cy} appart from anything 
else, but yes, {tei ... foi} would group them together. 
(But in either case we wouldn't pronounce the combination 
in question.)
