What is Sound Forge?
I don't know what you use, but I use Gentoo Linux.

Part one: Get speex
	Gentoo: emerge speex
	Windwoes: http://www.speex.org/downloads/
	Others: Figure out yourself.

Part two: Encode!
	Linux, possibly other Unix-likes:
		speexenc [options] input_file output_file
	for example
		speexenc --quality 10 --comp 10
	Windwoes: I bet the Linux guide applies. If not, either find a
	frontend, figure out how to use command line or get
	Knoppix/Sabayon/Ubuntu/whatever other liveCD

Part three: The hills are alive with the sounds of Lojban
	Linux: mplayer plays it
	Windwoes: mplayer works on windwoes too.

	Additionally, http://www.speex.org/downloads/ hints something
	about DirectShow somethings. Figure out yourself.
