You can, but only because {# broda} is a valid sumti,
a condensed form of {# lo broda}.

The # in {loi # broda} is an "inner quantifier", while the # in
{lu'o # broda} is an "outer quantifier".

That's as far as the syntax is concerned. The semantics of
{LAhE quantified-sumti} is problematic at least from a predicate
logic point of view.
