In size, yes. But unless I'm mistaken, parliament still meets in Rio (having refused to move to Brasilia) and Rio has far more landmarks as compared to Sao Paulo, which is mainly an industrial center.

I could give the example of the Hague and Amesterdam, or Jerusalem and Tel Aviv.

New York state is an obvious example where Albany is the trutca, but
NYC is the raltca. In Brazil, Brasilia is the trutca, but the raltca
is probably Rio.

Rio is Brazil's second major city, after São Paulo.
