For the first question: yes.
For the second: {na} contradicts the entire bridi, while {na'e} contradicts only the selbri. {mi na nelci ro gerku} = it is not true that I like all dogs. {mi na'e nelci ro gerku} = I other-than-like all dogs.
In the second case, it says that you have some relation to all dogs, but {nelci} isn't it.
